I don't know, haven't been that low, but my guess is any hero which requires any amount of skill unless it's Invoker, SF or Pudge.

I have a lot of friends with lower rating. The issue for them is having inconsistent knowledge.
For example one of them who was around 3,600 was very good with last hitting and above average in keeping himself at the offlane, but his mid and late-game farming patterns were lacking so while he was farming good, you cannot actually see some high creep score at the end of the game. His rune control was nearly non existent as well.
Another one is used to being carried by his high level friends and is just playing roaming heroes, because he likes to fight. But then again he doesn't do anything outside of that and his rotations are based on his friends' call instead of his intentional decision. Yet he understand the heroes mechanics pretty well and his item build is most of the time very good.
Another one has very bad at last hitting and while can make pools is doing them in the wrong time and sometimes even misses them while playing support. Because that's the thing he think a support should do (around 2,000-2,500 player).
None of them actually ward good (de-ward or understand when the enemy have vision) or said - don't understand how, when and why.
If a player want's to improve at DotA and is below 4,000 rating, watching good video lessons about DotA - understands it and incorporate it in it's play-style would increase his MMR quite fast (in matter of weeks, instead of the months or years it would require on his own). To be more specific, Purge's channel in youtube have very good explanation on how the MMR system actually work and how a person can increase his MMR, while his series with day9 are very well prepared and can teach anyone who is totally new to the game or lack some fundamentals.
Honestly, the way to raise MMR is to stop playing every single hero. instead of going with "I want to have fun so I'll pick Rubick", you will start picking heroes and roles you are actually good at.
Narrow the amount of heroes you play and you'll see.

anything past top 50 is increasingly rare, anything past top 100 you can go maybe 100-200 games without seeing
Phoenix, which is absurd because this hero absolutely destroys this bracket if you play him right. Basically any hero which is perceived as 'high skill' is gonna be underplayed in any bracket from 1k to 3k.
Can confirm he works most of the time in 3.5K.
I only pick him when we need a medium-range AoE healer, though, but I consider him my best hero (post TB nerf).
Do note, the thing is 3k players in one server are like 2k players in other servers. There are more weaker players to beat in bigger servers simply because there are more weaker players.
Thus, mmr inflation. Bigger servers means more higher average mmr for each player, for obvious reasons.
Also the "I need to carry to get myself out of this tier" mentality leads to a lot of people skipping wisp/visage/earth spirit as well. Those three, I would argue are mostly forgotten since their nerfs were targeting the higher bracket players.
Wisp is too team dependant to really work in 2k tho, but yea, he rarely ever gets picked. Visage is good though, especially now since he got easier to play with the rod of atos change.

i think if u have mek and tether ur carry u will be 100000x more useful than any other 2k support
Yup, as long as you can keep ur retards alive longer than the other teams retards you generally will win in the trenches.
Winter wyvern? Undying? Pit lord? Phoenix? So many other heroes you could go for if you just wanna keep your allies alive and they do a much better job at it than Wisp does. Wisp's only real niche is global ganks, and you need at least a minimum of some team coordination for it to work, which is nonexistent in trenches.
I don't think uve ever been tethered and had wisp pop mek and wand with overcharge
its a 700 hp swing and 20% damage resistance + attack speed
don't think that because u don't see anyone who can play wisp that the hero is unplayable
How do you get Wisp to low HP without having low mana?
Armlet. Why have one tethered carry when you can have two tethered carries.
