Alright, could you please try and restart steam in offline mode? You can find it in top right (near where you change you your status to online etc and where click to view friends menu)

But then im not sure if your friend is able to see you

Go to offline mode & in the console, type this:
    sv_lan 1
    sv_pausable 1
    sv_cheats 1
map dota.bsp (I can't remember if it's just "dota" or "dota.bsp", you can try both)
connect (host's IP, can't remember either)

I already tried all possible commands.
But no luck. the console says
"[SteamNetSockets] Ignored bad ConnectOK from 192.168.1.3:27015. Invalid server_steam_id."

    Yeah, and the dev forums.

Just to be clear, if you made the map, you don't need to connect since you are the host.
Your friend may also need to type "sv_lan 1" then you can tell them the IP/PORT(192.168.1.3:27015) to connect to.
Be sure that you have the same game version and you are actually connected in LAN because the "Invalid server steam id" seems like an authentication problem. There shouldn't be any authentication when you're offline.
